AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just over a week before national elections.
Study Shows Consistent Bias in AI Suggestions
The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a report released ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the study indicated.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she added.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the performance of the PVV.
The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, implying the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
